How and can this item be sharpened?

Unfortunately, the handheld punches cannot be sharpened.

What is the maximum thickness of material that I could feed between the jaws of item #9827 (or something similar) with the punch in it's most open position?
We have silicone gaskets used on our assembly lines that we would like to punch 1" diameter holes into. The gasket is hollow shape, really soft and cuts really easy, however it would be about 1/4" thick to insert into the jaws of the punch.

The clamp of punch does not open very wide, it cannot hold anything thicker than paper or photo paper.
