Why can't this be used for glossy photos?
Answer
This can be used to cut standard photo paper. But due to the size of the punch it does not cut all the way through on the high gloss paper which tends to be thicker.

What does it mean by this cutter #9803 having radius corners? I want this to fit the # 9891 frames perfectly? 2" x 2 78 ".

Radius corners means the corners are slightly rounded. The #9803 punch will work for #9891 magnet frames.
